The Board approved an update to an existing resolution authorizing county staff to execute permits and authorizations related to county projects and county-owned property with agencies including the Florida Department of Environmental Protection, South West Florida Water Management District (SWFWMD) and the Florida Department of Transportation.
Assistant Public Works Director Mitch Aiken explained the action updates prior authorizations so current staff can sign routine documents related to county projects; county legal and administration said the update replaces an earlier resolution and does not change the process for projects that require board approval.
Several public speakers raised concerns that the change would allow staff to sign environmental permits related to privately proposed projects without public input; staff and the county attorney clarified the resolution applies only to county applications on county-owned property or county projects and does not authorize staff to act on behalf of private applicants.
Vote The board approved the update with unanimous support and authorized the chair to execute the updated resolution.
Ending Staff said they would ensure communications explaining the limited scope of the authorization and would continue to bring major permits and policy decisions to the board for approval.
