Council approves $527,777 technology package for River Edge Park Phase 2; low bid includes apprenticeship commitment

The Aurora City Council on Aug. 12 approved a purchase of technology, equipment and services for the River Edge Park phase 2 expansion, voting 12-0 to authorize spending not to exceed $527,777.16.
The motion was made by Alderman Smith and seconded by Alderman Garza. Council discussion focused on the project's scope, time sensitivity and procurement requirements. Jason Bauer, director of public works and city engineer, told the council project teams trimmed the original estimate from about $800,000 to roughly $527,000 by reducing card readers and reexamining camera locations and conduit needs. He said timely procurement was necessary to meet vendor and event schedules for the park's opening and the Kindle market planned for later in the year.
Bauer and other staff also told the council that, of the three bids received, only the recommended bidder proposed an apprenticeship component that satisfies the city's Responsible Bidders policy; staff said the Responsible Bidders ordinance requires certain vendors to demonstrate apprenticeship or workforce-development programs for a mandated classification and that the award requires a three-fifths council majority because of that ordinance.
Alderman Franco asked why the purchase came through Information Technology and finance; Bauer said public works, IT and the Aurora Police Department collaborated on scope and that IT is required for network design and vendor coordination. Alderman White asked about the apprenticeship program; Bauer said apprenticeship programs are usually run through trade unions or national apprenticeship programs and that they help bring younger workers into the trades.
Actions and vote The resolution authorizing the director of purchasing to contract for the River Edge Park phase 2 technology package was approved on a roll-call vote, 12'0'2. The motion was made by Alderman Smith and seconded by Alderman Garza.
