County staff presented a revised plan and specifications for a county storage building and the commission approved publishing a request for proposals.
Staff said the design had been scaled back from an earlier, costlier plan and that the county will advertise for one month with bids due Thursday, Oct. 2 and bid openings at 10 a.m. the next commission meeting. The materials packet includes detailed specifications, a contract template and a two-page bid sheet; staff said much of the contract language is boilerplate the county has used on prior projects. The county will perform certain site-preparation tasks (the pad and related dirt work), while the package bid covers other construction elements; staff described the procurement as a package bid except for the items the county will complete in-house.
Commissioners asked whether the county could reject all bids or award only parts of the work; staff said the county has authority to reject all bids. One commissioner moved to approve releasing the RFP, a motion that was seconded and approved. Staff said the county will circulate the RFP in the newspaper and provide copies to the clerk's office; the chair will sign the final documents.
Commissioners asked to see bids and reserve the right to award specific portions or reject the submission if proposals do not meet expectations. Staff indicated the county building manager will oversee completion if a package bid is used and that some concrete work and pad preparation are listed as county responsibilities in the specifications.
