The Webster Groves City Council on Wednesday received a full presentation of the city's draft comprehensive plan from consultant Josh Bloom of the Lakota Group and city staff, with a public hearing scheduled for Sept. 2 and council discussion and possible adoption tentatively set for Sept. 16. Josh Bloom, director of community strategies at the Lakota Group, said the plan is intended to be a flexible policy guide that reflects community input collected over 18 months of outreach.
