Council extends multiple development moratoriums citing drainage and water concerns

The Saint Tammany Parish Council introduced and in some cases extended six‑month moratoriums on new building submissions and permits for several targeted neighborhoods, citing ongoing drainage projects and water‑supply issues.

Among the items introduced were ordinances to extend moratoriums for areas including the Saint Tammany Ford subdivision (ordinance 7942), Forest Glen subdivision (ordinance 7943) and an area bounded by Eleventh Street, Harrison Avenue, Highway 59 and adjacent roads (ordinance 7944). Council members said the measures are intended to pause new construction to allow administration and public works to complete drainage and infrastructure work.

Council members described the moratoria as limited, targeted pauses rather than parish‑wide building bans. Officials said the intent is to prevent additional construction that could worsen drainage or outpace water‑supply improvements already in progress. One council member summarized the purpose as slowing development while critical drainage work continues; administration confirmed the moratoria aim to protect recently planned infrastructure investments.

Actions and procedure: The council introduced the listed ordinances and moved several forward with motions and seconds on the floor. Where required, motions to introduce or extend the moratoria were seconded and recorded; later related resolutions that were not covered by the moratorium were removed from the agenda after staff confirmed they were not subject to the restrictions.

Other agenda items related to development included postponement of an ordinance accepting a finalized condominium subdivision (Bridal Gardens) to allow additional work by Public Works and administration.
