Commissioners adopt revised right-to-know request form, remove email requirement

The Rockingham County Board of Commissioners voted Aug. 14 to adopt a revised right-to-know (public records) request form that the county attorney, Bedard, reviewed and edited, with one explicit exception: the board approved not requiring requesters to provide email addresses.
Commissioners said the updated form is shorter, clearer and more accessible to the public. A motion to use the attorney-reviewed form as the county’s official right-to-know request procedure passed by unanimous voice vote.
During discussion, commissioners agreed the edits improved clarity and that the form should be used universally across county departments; staff said they would prepare a clean copy for distribution and circulate it to division directors for implementation. Commissioners also debated whether the adoption required a formal motion or could be implemented administratively; one commissioner moved that the board adopt the form by motion and that motion carried.
The change applies to the county’s right-to-know request process only; no other policy changes or fee schedules were proposed at the meeting. Commissioners said they will vote on any additional modifications if departments raise concerns after using the new form.
