Commission selects JUB Engineering for Hayden Field planning and engineering services

What staff presented: - Four firms responded to the planning solicitation (Adura, JUB, Lochner — the incumbent — and Zenith Airport Strategies). Three firms responded to the engineering solicitation (Adura, JUB, Lochner). Staff recommended JUB for both contracts based on qualifications and past engagement with the county and Jackpot town leadership. - Staff noted Lochner (which had purchased Armstrong) had leadership changes that affected continuity and service to the airport; JUB has local offices in Twin Falls and Boise and experience with rural airports in the region.
Public introduction: David Meyer, JUB Engineers, introduced the team and said JUB would assign a Boise‑based project lead and a Reno‑based senior aviation engineer with a Twin Falls‑area construction lead who currently lives in Jackpot.
Commission action: A commissioner moved and the board voted unanimously to approve staff’s recommendation to begin negotiations with JUB for planning services, and separately to negotiate engineering services. Staff will return to the commission with negotiated agreements for formal execution.
Next steps: Staff will negotiate scope and fees with JUB, return draft agreements to the board for final approval, and coordinate with FAA and town partners as the county pursues eligibility and grant cycles for airport funding.
