Council authorizes agreement with TAMIU for Certified Public Manager program

The Eagle Pass City Council voted Aug. 5 to authorize the city manager to enter an agreement with Texas A&M International University to offer the Certified Public Manager (CPM) program to city employees.
Professor Foster of TAMIU presented the program by Zoom, describing a seven‑track curriculum and a hybrid delivery format with some sessions on campus and others online. She said cohorts are limited to 15 participants and that the program emphasizes public finance, leadership and a practicum capstone. The program is scheduled to start Oct. 10 and run about one year, with graduation at the Texas State Capitol in December 2026.
City staff said the city has budgeted funds to pay for up to 10 participants and that participation will be by application, with priority typically given to department heads and senior staff. City Manager said there is no charge to staff; the budget will cover participants. Councilman Garcia moved to approve; Councilwoman Ramon seconded and the motion passed unanimously.
Why it matters: The CPM is a professional development program aimed at strengthening public sector leadership and management skills and will be available to selected Eagle Pass managers and directors at city expense.
