Apache Junction commission approves conditional use permit for outdoor storage yard in Baseline Industrial Park

The Apache Junction Planning and Zoning Commission approved a conditional use permit for an outdoor storage yard in the Baseline Industrial Park on May 27, 2025, voting unanimously to grant the permit subject to four conditions.
Erica Hernandez, a planner on staff, told commissioners the request was by Timothy Booth for Gold Medal Landscape Management to operate an outdoor storage yard west of 30 Sixth Avenue along Colt Road on Lots 14 and 15 in the Baseline Industrial subdivision. "This presentation is to to discuss a conditional use permit request," Hernandez said, explaining the site plan, landscape plan and proposed dustproofing.
The proposal calls for no buildings at this time and is limited to outdoor storage of utility trailers, heavy-duty trucks and related equipment. The site plan indicates two entrances off Colt Road, a 25-foot landscape strip along Colt, an 8-foot decorative wall along Colt, a 3-foot parking screen wall and 6-foot perimeter walls at sides and rear. Hernandez said notices were mailed to property owners within 500 feet, a sign was posted at the site, and a neighborhood meeting on March 18 drew one attendee who was generally supportive.
Applicant Timothy Booth described an existing Mesa yard the company plans to replicate. "You can see the the aerial view of it there from the top, and we have the trucks parked there in the middle with the trailers," Booth said, adding that the proposed Apache Junction yard would not receive debris and that "nothing will be coming back to this yard other than equipment." Booth also said utilities would be stubbed out under the wall to allow future gates, outlets and landscape water, but that the company currently does not plan a building on the site.
Commission discussion focused on standard finding criteria. Commissioners noted the property is in an industrial zone, that the applicant will implement dust control and screening, and that the landscaping and walls meet buffering requirements. The applicant confirmed proposed lighting would be dark-sky compliant; Booth and staff described four pole lights on the lot plus additional lights near gates and employee parking.
A motion to approve CUP case PDash24Dash106DashCUP, submitted by Timothy Booth, passed on a roll call vote with Commissioners Callan, Chairman Hanche, Vice Chair Barker, Commissioner Gage, Commissioner Star and Commissioner Mike Lind recorded as "yes." The permit approval is subject to the four conditions listed in the staff report.
Rudy, a staff member handling meeting administration, reminded the commission that the decision can be appealed within 20 days: "This conditional use permit is approved, as always, unless somebody protest or appeals your decision within 20 days, then it would be decided by counsel. If nobody appeals, your decision stands."
