Bond program moves into permitting and elementary design phase; turf fields planned for 2025

He told the board that the city’s formal land‑use review can run up to 120 days once an application is submitted and that pre‑application feedback typically arrives within one to two weeks.
Elementary school design advisory groups — made up of staff, students, community members and administrators — completed a third round of meetings and will receive revised concept designs in the fall, Hobbs said. The district plans to hire a general contractor/construction manager over the summer to assist with phasing and cost estimating; the team will use multiple costing opinions to confirm budgets by August.
Hobbs outlined an anticipated schedule: fields and grounds work beginning in 2025, Pioneer Stadium work in late 2025 or early 2026 (post‑football season), and phase‑2 elementary projects starting in spring 2026 with construction through August 2027. He said phase‑3 elementary work would follow a similar schedule thereafter. The bond office reported interest income of about $143,000 and bond expenditures to date of roughly $1.7 million for program setup and initial design services.
Staff emphasized that the district will continue public engagement, that land‑use permitting and code questions from the city will shape final designs, and that the community bond oversight committee (CBOC) will provide independent financial oversight and report back to the board in September.
Board members asked about swing‑site options and modular classrooms for temporary housing during construction. Hobbs said those logistics — transportation, nutrition services, and swing‑site selection such as using King Elementary with additional modulars — will be refined when construction managers are on board and that more detailed plans are expected later in the year.
No final construction contracts were approved at the meeting; the board was given an informational update on schedules, permitting, and next steps.
