Council restores construction-debris prohibition after it was dropped from code

The Severance Town Council approved an ordinance Aug. 12 to restore a previously enacted municipal code provision prohibiting placement of construction dumpsters and debris in roadways or on sidewalks.
Town staff and the clerk said the provision had been part of the code in earlier versions but was inadvertently omitted during a recent reorganization; the new ordinance returns the language to the municipal code. Staff said the rule is important to protect pavement and to preserve pedestrian access.
The town noted that staff had recently encountered a case in Hidden Valley where a contractor placed a large dumpster in the roadway; staff had requested removal even though the formal code language was not yet in place. The restored ordinance will provide enforcement authority and clarify that blocking sidewalks or leaving construction debris on roadways is prohibited.
Council approved the ordinance by unanimous roll call; staff said they are also reviewing other code sections to ensure no additional language was lost during the earlier reorganization.
