Severance adopts consolidated land-use code after multi-year rewrite

The Severance Town Council adopted a fully consolidated and reorganized land‑use code Aug. 12, replacing the town’s prior Chapter 16 with a reorganized document staff and volunteers say will be easier to use and administer.
The rewrite, which staff described as a multi‑year effort, compiled articles the council and planning commission had reviewed over prior months into a single, accessible code. Planning and Community Development Director Shaney Porter and Principal Planner Josh (Ayers team) briefed the council about the final editorial cleanup and noted the municipal code will be re‑published through the town’s codifier.
Principal planner Josh (Ayers) said the consolidation focused on structure, accessibility and consistent references; the new code includes a standard index and is intended to reduce contradictory provisions that had developed over time. Porter thanked former staff and the citizen Land Use Advisory Committee for substantive recommendations.
Councilmembers praised the effort and highlighted that the rewritten code aims to reduce confusion for applicants and staff during development reviews. The council approved the ordinance to repeal and replace the prior ordinance and adopt the reorganized code; the motion included a minor editorial change to replace two references to a “Tree Board” with general “town” authority following the council’s action later in the evening to repeal the town’s separate tree‑board ordinance.
The rewritten code will be published by the town’s codification vendor and staff said they will continue to refine language as needed following real‑world application.
