The Legislative Procedure and Arrangements Committee voted to extend the request‑for‑proposals deadline by 30 days for a consultant to study the effects of term limits, a line item included in the recent budget appropriation. Legislative counsel explained the study appropriation ($225,000) and circulated the RFP that asks consultants to address likely effects of term limits, including whether term limits would increase demand for legislative education and staff assistance, whether they would alter the balance of power between branches of government, and whether they would affect the need for annual sessions or expanded staff.
