Council approves purchase of code‑enforcement software to improve complaint tracking

Council approved a purchase order for code‑enforcement software (listed in packet as CarisSoft/Carousel via the State of Florida contract) with a first‑year implementation cost of $27,978.25 and recurring annual renewal fees subject to 5% annual increases. Staff and Police Chief Acosta said the new system replaces a fragmented mix of phone, email and an outdated system and is intended to improve complaint intake, staff alerts, photo evidence capture in the field and public access to case status. Council members asked whether residents will be able to view an address’s violation history; staff said city staff will be able to access property violation history and that the citizen-facing access capability would be confirmed during implementation and presented once the software is operational. Staff said about $12,000 of implementation cost beyond the previously budgeted renewal was found within current departmental budgets so the purchase would not require additional general-fund increases for next fiscal year. Council voted to approve the purchase and noted staff will arrange a public demonstration after implementation.
