Board approves sheriff's annual equitable-sharing report; undersheriff recognized and staffing updates provided

Chad Herman, Plumas County Sheriff, asked the Board of Supervisors on Aug. 12 to approve and authorize submission of the annual Equitable Sharing Agreement and Certification (ESAC) to the U.S. Department of Justice and U.S. Department of the Treasury, which permits the sheriff's office to participate in the federal asset forfeiture program and to spend previously collected funds for law-enforcement purposes. "This is a yearly mandated report with DOJ Department of Justice, which allows us the ability to participate in the asset forfeiture program and spend the funds from previous years when it is collected," Herman said. He said the current fund balance is about $35,000 and the funds are typically used to support investigations.
The board moved, seconded and approved the report by roll-call vote.
In a department update earlier in the meeting, law-enforcement leaders reported recruitment and staffing progress. A speaker identified as the sheriff's representative said dispatch hiring had improved with several applicants in background and that patrol had multiple vacancies and candidates in process. The board recognized Jeremy Beatley, who was introduced as the undersheriff and described as bringing nearly 30 years of experience; supervisors said Beatley will fill the undersheriff role while other internal promotions cause a cascading series of openings in patrol and detective positions.
No policy changes were adopted; the ESAC authorization is an annual compliance item required for participation in the federal program and the staffing remarks were informational.
