Council asks for sidewalk program growth and timetable for streetcar project development

Council members used the budget workshop to press for growth of in‑house public works capabilities beyond paving, specifically for sidewalks, and to ask for a clear timetable on the streetcar expansion project.

Councilwoman Lisa Hertek and others requested staff study creation of a city‑operated sidewalk construction crew modeled on the paving crew the city recently expanded. Administrative staff said the in‑house paving model has reduced costs and the second paver was commissioned; staff said the sidewalk crew concept is on the road map but that building crew capability and procuring equipment will take time. Staff said sidewalk capital projects for FY26 include a maintenance and rehabilitation line of $1.2 million and a $350,000 construction program.

On the streetcar project, staff said the city is negotiating a project development scope with consultant HDR and has a cultural resources survey underway by Stantec. The city is coordinating with the Federal Transit Administration; staff estimated a realistic near‑term outcome could include NEPA evaluation/clearance within 12 months if federal processes move as expected. Council members asked for clearer milestones and for an update when the project development contract comes before council.
