Supervisors remove permit requirement for small residential reroofs using same material

Mohave County supervisors voted to change permitting practice for small residential reroof projects, directing staff to remove the building‑permit requirement for reroofs that replace roof covering using the same material and to allow up to 128 square feet of roof decking replacement (four sheets of plywood) without a building permit for residential properties.

Supervisor Ron Gould proposed the exception to reduce permitting burdens for minor repairs and to provide parity with other jurisdictions. Development Services staff told the board they support changing the code requirement for small reroofs and will take the change through the proper ordinance process. The department also noted the county’s interest in safety and previously referred other building‑code changes to the Building Code Advisory Board; staff said they would follow the board’s direction and prepare an ordinance amendment or code change to implement the exemption.

Public comment supported the change as a simplification that would reduce cost and delay for homeowners repairing leaks. The board added language limiting the change to residential reroofs that use the same roofing material and capping the decking replacement at 128 square feet to reduce risks from structural work that can affect fire and life safety systems.
