Jefferson County adopts updated transportation and access standards, clarifies relief process

Jefferson County commissioners on Tuesday approved amendments to county transportation and access standards that update design templates, clarify sight-distance rules and study thresholds, and centralize requests for relief under the director of Planning and Zoning.
County engineering supervisor Lindsay Weier told the board the changes align county requirements with industry standards such as the AASHTO Green Book, update pavement and drainage specifications, and create clearer templates for when different levels of transportation analysis are required.
The amendments move technical text into Chapter 6 of the Transportation Design and Construction Manual and define four transportation submittal types: a transportation information memorandum for developments generating under 150 average daily trips; a trip-generation memorandum for projects producing 150–800 trips; a transportation analysis for rezoning cases above 800 trips; and a transportation impact study for plats or site development plans above 800 trips.
Weier said the package also removes informal language that previously allowed a fire protection district to approve alternate roadway and cul-de-sac standards and instead establishes a formal relief request process that would be decided administratively by county staff. "We are removing the statement that the appropriate fire protection district may approve standards," she said, and noted relief would be processed by the director of Planning and Zoning.
During public testimony, resident Lynn Clemons asked whether relief requests are defined and how the public is notified when an applicant seeks a modification. Weier responded that relief requests follow existing pathways: minor variation requests when governed by the zoning resolution or alternative standards requests under the land development regulation. She said the county sends notice matching the parent case’s notification requirements and provides two weeks for public comment. The relief request is also referred to agencies including planning engineering, the applicable fire protection district, transportation and engineering, and road and bridge for input.
Other technical changes adopted include allowing up to a 15% grade for driveways and private roads when specified requirements are met; clarifying when edge drains are required; defining loading requirements for bridges; and updating construction specifications for medians, waterproofing membranes, storm sewer pipe, signs and pavement markings.
The board voted to approve the regulation amendments. Commissioner vote tally recorded on the record was unanimous in favor.
