Golden Gem residential construction plan returns for second review; engineering comments pending and gopher tortoise issue noted

Community Development staff presented the second submittal of the construction site plan for the Golden Gem residential subdivision, east of Golden Gem Road and north of Capitol Reef Way. "This is the proposed construction site plan, and this is the second submittal for, the Golden Gem residential subdivision," Community Development staff said. Engineering staff reported they had posted comments the previous day; staff and the applicant agreed to work directly to resolve outstanding engineering items without returning to a third DRC meeting. The applicant's representative, Troy Cosmos with Kimberlehorn, confirmed that gopher tortoise comments had been addressed. Fire asked for the correct auto‑turn exhibit for fire apparatus, and the applicant agreed to rerun the exhibit to reflect changes in alley directions. Public Works and Community Development again raised the alley direction and garbage collection issue; staff reminded the applicant to confirm that garbage placement and alley signage allow city garbage trucks to collect on the correct (right) side of the road, because garbage trucks do not have a routine exemption to drive against traffic under Florida statute. Community Development staff closed the item by saying further coordination would occur between the applicant and engineering staff; no vote or formal action was recorded at the meeting.
