County to replace legacy accounting system with cloud-based RDA software using ARPA funds

The Dickinson County Board of Supervisors approved a contract to replace the county's legacy BAI accounting software with a cloud-based RDA enterprise system, with a one-time conversion cost of $208,100 to be paid from ARPA funds set aside in 2023. County staff said the conversion includes data migration, training and implementation. The county currently maintains on-premises servers that would have required a roughly $70,000 hardware upgrade; moving to a cloud-hosted RDA product transfers hosting and security responsibility to the vendor, staff said. Officials also said the new system is the same software used by the local school division and should improve compatibility and reduce duplicate data entry between departments. Staff estimated ongoing annual service costs would be lower than current annual licensing and maintenance; the one-time conversion fits within the ARPA allocation of $215,000 designated for software conversion. Board members approved the piggyback procurement and authorized county staff to execute the contract and proceed with the conversion and training plan.
