Council approves subdivision development agreement for Eagles Ridge remainder

The Beloit City Council approved Resolution 2025‑96, authorizing a subdivision development agreement between the City of Beloit and developer New Leaf Homes for the Eagles Ridge remainder subdivision.
City staff said the preliminary plat for the Eagles Ridge remainder was approved previously by the Planning Commission and that the development agreement is required before recording final plats. Under the agreement the city will fund the design and construction of a lift station and associated discharge force main at the corner of Town Hall and Colley Road; the city also will fund design and construction of a water main along Colley Road to provide a looped connection serving the plat and potential additional gateway development. The developer conveyed the lift station land to the city, staff said.
The remaining public infrastructure — streets, curb and gutter, water mains, sewer mains, street lights, sidewalks and street trees — will be designed and constructed at the developer’s cost, with engineering plans subject to city engineer review prior to construction, staff said. City staff advised the council the developer cannot proceed with public facilities until the final plat is recorded and engineering plans are approved; the developer anticipates beginning infrastructure construction this year.
A council member asked how much of the larger area remains to develop; staff replied the Eagles Ridge remainder includes about 139 lots and that additional land is available elsewhere for single‑family development. The motion to approve was made by Councilor Denton and seconded by Councilor Forbeck. The council voted to approve the resolution by voice vote with no recorded opposition.
Staff noted the lift station work was previously discussed as part of ARPA funding conversations and that the city will construct a 10‑inch sanitary sewer stub from an existing city manhole to which the developer may connect.
