Commissioners create task force to guide 2027 county property revaluation

County staff asked the commissioners on July 21 to create a temporary task force to advise on the upcoming county real‑property revaluation planned for Jan. 1, 2027. The board adopted the resolution establishing the task force (Resolution 2025‑21) by unanimous vote. County manager and staff explained that North Carolina counties must conduct revaluations at least every eight years, that the Department of Revenue tracks a county’s sales ratio and had advised Burke County to plan a 2027 revaluation because the county’s sales ratio had fallen to about 75 percent of market. The manager said some counties contract the work to outside firms at roughly $1 million; the county intends to perform the revaluation in‑house to save that cost and expects staff to prepare schedule-of-values tables for public hearings.Staff proposed a seven‑member advisory panel with subject-matter representation — for example, a licensed real-estate broker or appraiser, a contractor, an insurance/ replacement-cost expert, an agricultural representative, an over-55 resident and two at‑large members — to help draft valuation principles and review schedule values. The manager said the schedule of values and methodology must be presented publicly and adopted by the board; staff recommended presenting schedules to commissioners in August and adopting them by November to meet statutory deadlines. The board adopted the resolution directing staff to form the task force and proceed with the revaluation timeline (vote recorded 5–0).
