Staff reports progress on Elevate Boulder guaranteed-income pilot; final evaluation and storytelling planned
City staff told the Human Relations Commission on July 15 that the Elevate Boulder guaranteed-income pilot is active through January 2026, with a final evaluation report due in September and planned storytelling events in the fall.

Elizabeth, HRC member, provided an update on Elevate Boulder, the city’s guaranteed-income pilot funded with American Rescue Plan Act (ARPA) dollars. She said payments began in January 2024 and will continue through January 2026 for 200 community participants. “The funding for the pilot program came through the city's allocation from the American Rescue Plan Act or ARPA,” Elizabeth said.
