MPO Policy Committee adopts FY 2026 Unified Planning Work Program

MPO Policy Committee members voted to approve Resolution MPO 25-10 adopting the FY 2026 Unified Planning Work Program, after staff said the draft had been opened for public review and revised to incorporate two minor recommendations from TxDOT.
The UPWP, a federally required work program, describes transportation-planning activities the metropolitan planning organization will carry out in a fiscal year and can be amended if priorities change.
MPO staff said they opened the draft for a public comment period and received no public comments. A TxDOT Federal Planning Program reviewer recommended two clarifications: add routine maintenance and amendments to the 2026 UPWP as an expected product under Task 1 (Administration and Management) and clarify that vacation and sick leave can be charged only to that same task. Staff told the committee those edits were added to the document and said the changes do not affect the total program amount.
As presented to the committee, the UPWP programs $2,470,000 for the fiscal year against roughly $2,600,000 in available funds. Staff listed an estimated annual allocation of about $629,009.90. Line items shown in the draft included $600,000 for planning and general administration; $25,000 for professional development, training and travel; $10,000 for public participation; $30,000 for computer equipment, furniture and office supplies; $10,000 for building maintenance and repairs; $10,000 for data administration; $35,000 annual cost for a proposed transportation improvement program data-management software; $6,000 for short-range planning assistance; $5,000 for MTP (Metropolitan Transportation Plan) revisions; and $10,000 for outreach implementation. Staff also identified two studies for FY 2026: contribution to a long-range freight mobility plan and a South Laredo transportation planning study for which the UPWP shows $250,000.
Committee members moved and seconded the resolution, and the motion passed. The UPWP will be the MPO’s guiding work plan for FY 2026 and may be amended later if additional needs or funding changes arise.
