Sequim council updates attendance rule to align with current practice

The Sequim City Council approved a minor revision to Article 1.5 of its rules and procedures to make the attendance and excused-absence process consistent with current practice. Heather (city clerk) presented a proposed wording change that removes ambiguous language and aligns the clerk’s role in notifying the council when a member will be absent. Councilors discussed whether reasons for absences should be stated in open session and agreed that a high-level reason is sufficient without disclosing private medical details. Christina Nelson Gross, city attorney, reminded the council that state law requires officials who miss three consecutive meetings without an excused absence to forfeit their office and said the policy should allow the presiding officer to classify absences as excused or unexcused. Several councilors asked that the record-preservation process be clarified; the council agreed to adopt the housekeeping change to the rules to document the current notification and excusal process. The motion to waive the second touch and adopt the proposed resolution passed with no opposition.
