County reports ARPA-funded water and sewer projects underway; meter replacement 25% complete

Commissioner Savannah Clement and county staff provided a status update on American Rescue Plan Act (ARPA) projects for water and sewer infrastructure. "The meter replacement project ... overall, the project's 25% complete," Savannah Clement said, adding Riderwood — the area with the highest concentration of ratepayers — is about half complete and customers have given positive feedback about the new meters and an upcoming customer portal expected in August.
Staff reported the pressure-zone project on Tower Road and Juanita has finished water-main work and began pump-station installation this week, with a projected September completion. The Tudo Wastewater Treatment Plant upgrades mobilized on the 14th and are expected to finish in November. The Camelot loss replacement plans are at 100% and staff plan to review them and go to bid in August. Riderwood emergency water acquisition is nearing completion on property, with staff aiming to bring paperwork to the board in August and bid procurement in October–November. Shadow Mountain is being scaled to available dollars with a planned January bid and work next summer.
Clement told the board that once Riderwood property and procurement steps are complete, the community should see fewer emergency outages: "Ryderwood will move in the hopes that this would be the last summer and they have to worry about their water? That's the hopes." No additional funding amounts were specified in the update on most items; Clement said staff will report when they can present contract and bid schedules. The Camelot and other projects include plans to minimize potential change orders during procurement.
Staff also noted related facilities projects: ARPA-funded tennis and basketball-court resurfacing and restriping at Riverside expected to be completed by the end of the summer, and a software implementation tied to the meter project expected in August to allow customers to view usage and detect leaks. No formal board action occurred; staff will return with bid packages and contract paperwork when ready.
