Commission approves first state budget revision to assign coal-severance funds

Berkeley County’s commission approved its first state-required budget revision of the fiscal year on July 8, assigning coal-severance funds and allocating the sums among county programs.
County staff told commissioners the assigned fund balance for the coal-severance fund (Fund 002) was increased by $388,542. The revision allocates $145,000 to planning and zoning, $84,200 to recycling and solid waste, and $159,342 to parks and recreation. Staff presented the allocations as the required first budget revision to reflect the assigned coal-severance money.
A motion to approve State Budget Revision No. 1 (Fund 002) passed by voice vote.
County staff did not present a detailed project-by-project spending plan for the three allocations at the meeting; the revision documents the assignment and the department-level distribution of funds.
