Phoenixville Borough Council voted 8-0 on July 8 to adopt an amendment to Chapter 13 (license permits and general business regulations, Part 5) that revises rules governing performers and street-level activity. The motion to adopt was moved by Miss Berkley and seconded by Mr. Strenfell.
