Yuri’s Childcare conditional-use hearing continued to Sept. 10 to allow county traffic study

The Troutdale Planning Commission on July 9 continued the public hearing on a conditional use permit for Yuri’s Childcare (case LU00052025) to Sept. 10 to await a county traffic impact analysis.

A staff representative, speaking for the applicant, asked the commission to set a date-certain continuance to Sept. 10, saying the applicant had submitted updated narrative and site-plan documents but was still finalizing a traffic study. The staff representative said Multnomah County requires a traffic-impact review for sites that front truck routes and main thoroughfares and that the applicant expects the analysis to be complete within weeks.

A commissioner asked why a traffic impact statement was required for this application but had not been needed for a prior project; staff replied that county requirements depend on the access, scale and expected peak-hour trips. The staff representative said the childcare proposal anticipates about 30 students and eight employees, and that county reviewers requested a full analysis of peak trip hours rather than a memo.

The commission did not debate the merits of the childcare proposal at the July 9 meeting and instead held the hearing over to Sept. 10 so staff can include the completed traffic study in the staff report.
