Commission moves Land Development Code changes forward but pulls RV section for separate workshop

Putnam County commissioners on July 8 advanced a county-initiated Land Development Code (LDC) text amendment (LDC-25-000001) to a subsequent meeting but agreed to remove proposed changes to section 45-131, which addresses recreational vehicles, for separate discussion.

Zachary Baker of Planning and Development Services summarized the ordinance and said the item was technically at its first hearing before the commission. "This is LDC 25Dash000001. It's a county initiated text amendment," Baker said, and offered to answer questions or provide a summary.

Several commissioners expressed support for moving the bulk of the LDC changes forward while reserving the RV provisions for further work. The chair said she was "okay with the rest of the changes, as presented" but wanted section 45-131 pulled. "I would like to see the rest of this move down the road. I'm tired of kicking the can on this one," a commissioner said, while also asking for a workshop focused on the RV section.

County staff confirmed the commission could adopt the ordinance with specific sections removed and then revisit the pulled section at a future hearing or workshop. Commissioner Alexander asked that any input other commissioners had be shared with the chair prior to the workshop so it would be productive.

A motion was made to move the county-initiated text amendment to the next meeting for a vote while removing section 45-131 for a future workshop; the motion was seconded and carried without recorded opposition. Staff agreed to work with commissioners to schedule a workshop date.

The commission also asked staff to incorporate commissioner feedback in the revised materials for the next public hearing and to return with an amended ordinance that omits the RV language until the workshop is complete.
