Will County IT reports Dayforce payroll testing, D365 reporting fixes and August go‑live for Granicus '1Meeting'; data conversion incomplete

Will County IT and HR staff told the Capital Improvements and IT Committee that the county is testing a new HR/payroll system and preparing to launch Granicus’ 1Meeting agenda software in August, while continuing to negotiate and perform data conversion of historical MinuteTrack records.

Andrea Dolan, assistant director of human resources, said the county is working with vendor Dayforce and is “in the user acceptance testing portion.” Dolan described the planned replacement as a full HRIS and payroll lifecycle system and said departments have responded positively. She said the county is “looking at a July or a January first start date of 2026 to April first of 20 26, to implement it fully,” and asked board members with further questions to contact HR.

IT staff reported that Dynamics 365 (D365) is fully implemented and functioning as the county’s finance system, though reporting outputs that were promised in the original purchase have not fully materialized. Jason (IT) said the D365 core system “has been functioning a 100%,” and the team is working with partners and Microsoft changes to deliver improved, more graphical reports without additional cost.

On security, IT staff said multifactor authentication (MFA) is being deployed countywide and noted that “cybersecurity insurance requires us to” implement additional authentication to guard against account takeover. Jason cited a recent ransomware incident in nearby DuPage County that affected sheriff and court systems as a reminder of local cyber risk.

IT said a wireless upgrade is underway in the administration building; access points and switches are being replaced based on a professional wireless survey and should provide significantly improved coverage and download performance. The county’s website redesign is in the purchasing phase with bid opening delayed after vendors submitted more than 115 questions; staff expect to select a vendor and begin negotiations by the end of the month and plan a site switch to a new platform in October 2026 under current timelines.

Chief of staff Jackie (title: Chief of Staff) said the county will begin using Granicus’ 1Meeting for agendas and that “we will be going live with the August agendas.” Users who submit items for agendas will start using 1Meeting in July, she said, and the county will provide templates, training and login information to departments and board members.

County board members pressed staff on historical data conversion. Jackie said conversion is in process, “they've got the last 2 or 3 years completed” and that conversion work will go back to 2014, but in a searchable PDF form rather than fully native MinuteTrack‑style items. A county board member said the conversion had not been in the original contract and that staff negotiated a reduced price (the member said “about $5,000”) to secure the conversion. Several board members expressed concern that 1Meeting may be less flexible than MinuteTrack and that searchable PDFs represent a capability downgrade for historical searches.

IT staff asked board members for patience during the transition and offered direct support contacts for members who encounter gaps when the new system goes live. The committee did not vote on software procurement at the meeting; staff described the August go‑live and the website procurement timeline as internal implementation milestones rather than board actions.
