Carmel opens bids for Westfield Boulevard multiuse path and structure replacement

The City of Carmel Board of Public Works and Safety opened bids July 2 for two related projects to replace structures and build a multiuse path along Westfield Boulevard, but made no award and said staff will review the submissions and return with a recommendation.
Jared Huff of the Carmel Engineering Department read the bidders and totals for two linked solicitations. For one package, the low responsive bid was from HIS Constructors Inc. at $784,145; other bids included Yarberry Companies Inc. ($836,403), Morphy Construction Inc. ($884,000) and Calumet Civil Contractors Inc. ($976,000). For the separate but related project package, HIS Constructors Inc. again submitted the low bid at $2,886,045.90; Morphy Construction Inc. bid $3,305,000; Calumet Civil Contractors Inc. bid $3,720,000; and Yarberry Companies Inc. bid $4,248,755.
Huff told the board members they might need to view both bid documents to see the totals because the procurement portal lists the projects separately. The board did not vote to award either contract. A board member said, “We’ll take these and review and come back in the next meeting.”
The board’s action preserves the usual competitive-bid review process; staff will analyze bids for responsiveness, required bonds and references before returning with a recommendation for award or rejection.
No statutory authority or contract award was cited during the opening; the board recorded the bids and moved to review them at a later date.
