Building and Planning renews Voluntary Stewardship Program interlocal with Cowlitz Conservation District

Tracy Jackson, director of Building and Planning, told the board the county will renew an interlocal agreement with the Cowlitz Conservation District to continue running the Voluntary Stewardship Program (VSP) on the county’s behalf.
Jackson said the county receives the state VSP funds, then passes them through to the conservation district, which manages project work, homeowner outreach and on-the-ground conservation activities. The agreement renews the county’s partnership for a two‑year period starting July 1, 2025 and ending June 30, 2027.
Jackson described past VSP projects — bank stabilization work on the Kalama River (Camp Kalama), a headquarters-area project and work on the Cal Wayman area — and praised the district’s local responsiveness. “They do an amazing job. That’s what I mean, they’re known in the community for,” she said.
