Hainesville OKs external permit-processing service; code-enforcement role narrowed

Hainesville trustees discussed a change to how the village handles plan review, permitting and certain inspections and, per the meeting record, approved an agreement to shift those tasks to an external provider.

Staff explained the vendor or county partner will perform plan reviews, conduct inspections, and handle residential communications and permitting through its own software platform. “They will be doing all residential communication. Residents will no longer come to us for permitting. It will all be handled through this company,” a village staff member told trustees.

Trustees said the village will retain access to the vendor’s records and a named representative will function as the primary plan reviewer and inspector for Hainesville questions and escalations. The arrangement is intended to streamline permitting and provide direct contact numbers for residents and contractors; staff said the village office will retain visibility into the process.

On code enforcement, staff clarified the outside service will not replace the village’s role on many day-to-day nuisances. The transcript states code enforcement through the contract will address occupancy inspections and larger permit-related enforcement (for example, unpermitted deck construction), while issues such as garbage, unlicensed vehicles and similar property-maintenance complaints will remain the village’s responsibility.

Trustees raised concerns about inspection billing and frequency; staff said vendors will not charge per house inspection in a strictly per-inspection increment and will consolidate inspections when appropriate.
