Board renews contract for county surveyor services

Benton County commissioners on May 20 approved a two-year contract for county surveyor services that continues the arrangement with the incumbent surveyor, identified in staff materials as Jay Whitstock.
Staff said the county surveyor function includes maintenance of section-corner monuments, resolving discrepancies with private surveyors, right-of-way planning for road reconstruction, and plat reviews. The contract covers services retroactive to Jan. 1 of the year and runs through Dec. 30, 2026. The service budget line has historically been about $68,000 annually; staff said the line commonly remains sufficient in recent years because the county is mostly in a maintenance mode rather than an active remonumentation program.
Commissioners asked about insurance, bonding and hours; staff confirmed the contractor provides professional errors-and-omissions insurance ($1.5M per claim, $3M aggregate) and submits monthly billing when services are provided. The board approved the contract and staff said plat-review costs are offset by developer fees collected through the county’s fee schedule.
Staff emphasized the county’s long working relationship with the surveyor and that the contract is budgeted within the highway/land-services budget.
