DRC reviews Spring Haven major development plan; engineer says comments mainly procedural, force‑main replacement under negotiation

Apopka’s Development Review Committee on June 25 reviewed the second submittal of the Spring Haven major development plan. Luke Classen, an engineer with 1828 Engineering, told the committee that most of the outstanding items are typical engineering details that will be addressed in the construction‑stage plan (CSP) submittal.
"That's really the only comment that I think is of substance," Classen said, referring to the updated fire‑marshal comments. Classen said he had exchanged information with staff and that some comments previously prepared under the wrong submittal type would be resolved at final engineering review.
Classen told staff the project team prepared an exhibit and additional survey work related to a force main along West Kelly Park and that they are obtaining contractor cost estimates to inform negotiations. He said the applicant and city will discuss an agreement after construction costs are returned: "we'll be able to at least have a negotiation with our client, in the city to verify what the assumed cost would be or what the cost would be for that."
At the meeting a city staff member confirmed that the work discussed for the force main is a complete replacement of the system rather than a mere upsizing, and that replacement would be eligible for labor, material and design fees when applicable. Community Development and Public Works staff raised no additional objections at the DRC appearance.
This DRC review was procedural; the transcript records no vote or formal action. Classen and staff said the remaining engineering comments will be addressed in the next submittal phases, and that any required agreement for the force‑main work will be negotiated after contractor estimates are received.
