DuPage County Board approves multiple contracts, grant appropriations and procurement items

The DuPage County Board on June 24 approved a series of contract awards, appropriations and procurement decisions across multiple departments, including extensions to technology agreements, HUD grant acceptances, electric utility contracts, a solar installation bid and roadwork awards.
Key approvals included an extension of a purchase order for Actuate Consulting US Inc. to complete an implementation, extending the contract to Jan. 31, 2026 and increasing funds by $373,750; acceptance and appropriation of HUD Continuum of Care homeless-management information system grants totaling $283,880 across two entries ($199,080 and $84,800); and an additional appropriation related to a title 4D grant with the state’s attorney’s office of $1,629,842.
Facilities and public-works items approved included contracts with Commonwealth Edison for electric utility supplies and distribution services (public works contract not to exceed $3,360,000 and facilities management contract not to exceed $7,711,220), a $574,833 contract with Heumann Electric for phase 2 solar-panel installation on the JTK Administration Building, and a $40,877.61 contract with TouchSource LLC for an outdoor touchscreen kiosk for the JTK Administration Building.
Transportation awards included Compass Minerals America for the bulk rock salt program (estimated county cost $707,900) and a low-bid award to Builders Paving LLC for improvements to County Highway 3370 (estimated county cost $2,136,950.76). The Division of Transportation also awarded a contract to Elmhurst Chicago Stone LLC to provide Portland cement concrete as needed (not to exceed $64,000). Several smaller contract amendments, rescissions and budget transfers were also approved.
Why it matters: the approvals move forward county operations across technology, facility energy projects, road maintenance and public safety support systems. Several items have direct budgetary impact in current and upcoming fiscal years.
