Chief Nathan Irvin, identifying himself as the jail administrator, told the court that five to six employees had been on extended FMLA leave during the fiscal year and that several vacancies contributed to increased overtime costs. "We've had approximately 5 to 6 individuals that have been out on FMLA for an extended period of time," Irvin said, explaining the need to bring in additional staff.
