County OKs rooftop HVAC replacement at jail; dorm may need temporary relocation

Delaware County approved a service agreement June 16 with Elite Air Air LLC to replace a rooftop air-handler unit at the county jail.
John Melvin, director of facilities, told commissioners the unit being replaced is original to the dorm wing and that one cooling "leg" is currently offline. He said the existing unit uses discontinued R-22 refrigerant and, rather than rebuilding it, facilities staff recommended replacing the entire rooftop unit. Melvin said the county did submit the replacement as part of the jail capital request but did not receive capital funds.
Melvin said the lead time for the rooftop unit is about 24 to 26 weeks and that installing the new unit will require a crane to lift the unit on and off the roof. "At which point the dorm will have to be vacated," he said, and commissioners were told the county is coordinating with the jail to plan alternative housing or scheduling for affected inmates during work.
The board voted unanimously to approve the service agreement (resolution 25-468). Facilities staff said they will continue coordination with the jail and plan for any necessary inmate relocations during installation.
The vote authorizes procurement and scheduling but did not include additional appropriations beyond the approved contract.
