Delaware County approves guardrail contract, subdivision plats and multiple routine administrative measures

The board awarded the guardrail replacement contract for Lackey Old State Road to Lake Erie Construction Company. The project covers about 8,000 feet of guardrail; county staff reported three bids and said the Lake Erie bid was the lowest and best and came in about 20% below the county’s estimate. The project received a 50% federal grant; county staff said the work will begin this summer and be completed by early fall. The board approved the award as Resolution 25-405 by unanimous vote.
The board approved an owner’s agreement for roadway and drainage improvements tied to the Courtyards of Concord, a 54‑unit development located off Concord Road south of Harriet Road in Concord Township (Resolution 25-406). Commissioners also approved plats for Clarkshaw Crossing Section 2 (47 lots on 28.47 acres, Liberty Township) and Evans Farm Section 6 Phase B (49 lots on 11.17 acres, Orange Township) as Resolution 25-407. County staff said both plats had required agency reviews.
The board approved a summary sheet of 33 standard utility right‑of‑way permits (Resolution 25-408) and declared certain county personal property obsolete, unfit or not needed for public use and directed those items to be sold via GovDeals (Resolution 25-409).
Commissioners established the maintenance bond for Hyatts Meadows Section 3B, a 67‑lot development north of Hyatts Road near U.S. 23 in Liberty Township (Resolution 25-410). The board also approved the use of a procurement card for the human resources department assigned to a new HR assistant, Sydney Ryder; the resolution sets purchasing limits identified in the resolution (Resolution 25-411). Dawn Houston, deputy administrator, said the procurement card would be for Sydney Ryder to purchase materials and supplies for human resources.
All listed resolutions were approved by recorded voice votes; the transcript records all votes as Aye from the three commissioners present.
