Oldsmar council adopts 2024 concurrency test statement for development services

The Oldsmar City Council adopted Resolution 2025-11 to accept the city's 2024 concurrency test statement, a yearly report required by the land development code to confirm public facilities and services will be available to support new development.

Tatiana Childress, the city's planning and redevelopment director, told council the statement reviews level-of-service standards for transportation, potable water, sanitary sewer, solid waste, parks and recreation and drainage. Childress reported the city has 5,700 potable water connections with average daily use of about 1,362,000 gallons per day (68% capacity used) and average wastewater use of about 1,769,000 gallons per day (78.6% capacity used). She said adopted LOS standards are 100 gallons per day per person for potable water and 125 gallons per day per person for sanitary sewer.

Childress said only one approved development in 2024 was the CAVA Coffee site at 3502 Tampa Road (a 40,440-square-foot building). She addressed planning board questions about traffic circulation at the nearby car wash site and described monitoring measures: residents may call code enforcement, public works or law enforcement for state-road concerns.

On transportation, Childress identified one roadway segment operating below the adopted level of service: Forest Lakes Boulevard (Temple Road to State Road 580). She said the corridor is a Pinellas County project with 90% plans due in fall 2025 and construction anticipated no earlier than summer or fall 2027; plans call for widening to four lanes with center turn lane, shared-use path and widened sidewalk. She also summarized upcoming Pinellas Suncoast Transit Authority route changes (Routes 67 and A12 to be reconfigured into Route 78).

Council voted to adopt the concurrency test statement. Childress recommended, and council approved, adoption pursuant to Land Development Code Article 11.
