The Lane County Board of County Commissioners voted May 20 to create a seven‑member limited‑duration task force to develop draft parameters, goals and benchmarks for a countywide land‑banking program.
Eric Mongan, the county’s housing production manager, told the board the task force would help staff design a program outlined in the proposed 2025–26 budget message and said the group would produce a report and draft processes for the board’s consideration. Staff proposed a seven‑member panel with each of the five commissioners selecting one member and staff naming two, and estimated six to eight meetings over several months to produce draft recommendations.
Commissioners discussed recruitment and transparency. Commissioner Buck said she favors an open application process so interested district residents can apply; Mongan and county staff said commissioners would identify nominees but would check applicants’ availability before formal appointment. Commissioner Farr noted the board’s longstanding practice of appointing members to advisory committees so commissioners can ensure nominees have relevant expertise; staff confirmed the proposal was consistent with Lane Code and the Lane Manual. County Administrator Steve Adams (referred to in discussion) and staff also noted that expertise in housing production, land acquisition, ethics or program evaluation would be desirable in nominees and that expertise could come from outside Lane County if the board wished.
The motion to approve Board Order 25052007 directing the county administrator to establish and appoint members to the limited‑duration land‑banking task force was moved by the vice chair, seconded by Commissioner Buck, and passed by a 4–0 vote with one commissioner absent. Staff will return to the board with nomination appointments and a draft task‑force charge for formal appointment and subsequent review.
Mongan and other staff emphasized the task force’s role is program design; it will not make real estate purchases or execute transactions. The county will use the task force’s draft to inform future board action should the board choose to adopt a county land‑banking program.
