Chehalis staff preparing draft comprehensive‑plan update for Commerce and public workshops

City staff told the Chehalis City Council on May 27 that the municipality is advancing its periodic comprehensive plan update and expects to transmit a draft to the Washington State Department of Commerce by June 30 to meet grant timelines.
The city’s planner said the update covers required elements including land use, housing, capital facilities, utilities, transportation, shoreline, essential public facilities, tribal planning, climate resilience, economic development and parks and recreation, and that development regulations, including a critical areas ordinance, are being updated in tandem. The consultant SCJ (contracted in January 2024) and the city’s contract planner have presented all elements to the planning commission except for the critical areas ordinance, which staff expects to present in June.
Staff said Commerce accepted draft submissions to meet grant funding timelines and extended the overall adoption deadline; the draft is required by June 30 so the city can secure funds and continue work through the year. The city plans a workshop for council and staff to review the complete set of elements before the draft is submitted. After Commerce’s 60‑day review and required SEPA process and public comment, the planning commission and council will consider adoption later in the year.
