Commissioners take multiple construction and infrastructure bids under advisement

Boone County commissioners on Tuesday opened and took under advisement multiple bids for county construction, bridge and infrastructure projects.
For Project 2025-10 (replacement of small stealth cell structure SCD-020), county staff reported bids from multiple vendors with amounts read into the record. Among the bids recorded in the meeting were amounts of $169,462 and $158,750 from two bidders; additional bids included $190,189, $168,190, and other submissions. Commissioners moved to take the bids under advisement.
The board also opened bids for Project 2025-08, a bridge deck overlay. Staff read base bids and totals including base bids and base-plus-alternate totals for several firms; examples recorded in the transcript include base bids around $179,814.40 and other base‑plus‑alternate totals. Commissioners moved to take those bids under advisement as well.
County engineering staff also presented federal‑funded bridge work (DES 2301599 Bridge 162 replacement) and recommended Parsons for construction inspection after scoring proposals. Parsons submitted a not‑to‑exceed proposal for inspection work totaling $236,482.60; the county would be responsible for 20% of inspection costs with the remaining 80% federally funded. Commissioners approved the agreement pending Parsons’ execution and INDOT approval.
An amendment to the contract for Bridge 70 replacement reduced the contract amount by $21,540 to a new total of $116,420. Staff said the amendment removes unneeded items and adds targeted geotechnical work expected to yield construction savings; commissioners approved the amendment.
In each case staff said they will return with award recommendations after review of proposals, federal approvals where required, and completion of required agreements.
