Yeadon approves CivicPlus code-enforcement software at $28,500 first-year cost

The Yeadon Borough Council voted unanimously on June 12 to enter into an agreement with CivicPlus for a cloud-based code enforcement and permitting system intended to digitize permitting, allow field officers to issue citations electronically and enable online payments.

Councilors said the platform is widely used by neighboring municipalities and will replace a slower, paper-driven process. "The initial first-year investment is $28,500," said Staff member Ralphie Cave. "The annual investment is $16,000." Cave said the borough expects a roughly three-month onboarding period and that cloud storage is included at no extra cost.

Councilors and staff described operational benefits: automated permitting for contractors, direct transmission of citations from field officers to the court and reduced paper and printing costs. In response to questions about revenue offset, cave and other staff said the software will enable more efficient enforcement and more timely citation handling; councilors noted increased citation throughput could raise revenue but did not adopt a formal revenue-neutral projection.

The solicitor and borough staff described CivicPlus as the lowest-cost option of four quotes for comparable products. Council moved and approved the contract by roll-call vote; the motion carried unanimously.

The borough will maintain the existing permitting process until the platform is implemented. Staff said they will monitor the transition and provide status updates to council as onboarding proceeds.

The agreement takes effect immediately; staff will proceed with onboarding and maintain legacy systems during the transition.
