Cottage Grove staff reports progress on wells, Amazon hookup and developer projects

Utility staff reported that the Amazon facility has completed its public water and sanitary sewer hookups and provided status updates on Westlawn Estates, developer-coordinated interceptor work, SCADA upgrades and well projects.
Utility staff provided a multi-item operations and development update covering ongoing and planned water and sewer projects across Cottage Grove.
Staff said Westlawn Estates is continuing to move forward and is planning to finish its lift station in the upcoming months. "Westlawn Estates is continuing to move forward. They're planning on having their lift station done here in the upcoming months," the staff member reported.
Staff told the commission they learned the Amazon facility's public water and sanitary sewer connections "have all been completed and hooked up." Hay Day is still targeting a summer 2025 start but staff reported no new updates. The Coyle Highlands South project and the farm interceptor remain under coordination between two developers to align pipe placement and timing: "the farm development interceptor is still being worked through ... in coordination with the 2 developers to make sure that we're all on the same page moving forward," staff said.
Operational work completed this spring includes a hydrant flushing program covering dead ends and the southern half of the village, and water tower cleanings for Tower 2 and Tower 3. "We just completed our water tower cleaning for Water 2 Tower 2 and Tower 3," the staff member said, and noted a video of the pressure-washing process is available.
SCADA (remote monitoring and control) upgrades are "going very well," staff said. At the County Highway N/Main Street site staff reported a large generator is on site for a well and will be installed on the concrete pad when the pad is complete.
On larger loop and expansion projects, staff described an upcoming TT water main looping on Gaston Road that will connect up to a stub at County N and TT and noted coordination is required because the pipe route crosses the interstate and involves Dane County and the Town of Sun Prairie.
Staff also said the Ridge Lift Station lands were purchased and are "active on access," and ongoing coordination with Strand Engineering will bring a Well 2 rehabilitation design update to the July meeting: "Strand plans to come to the July meeting for an update on where they're at, for their facility design that will include demoing of that, well to building and a new well house." Commissioners asked about developer commitments for funding; staff said work will proceed only after developer agreements are signed.
No formal votes were taken on these updates during the meeting; staff said they will return with design presentations, contract details and cost information at future meetings. The commission also heard that Ellers may present an impact-fee and rate study in August and Strand will present the well design in July; staff confirmed the utility budget process begins in September.
