Council extends redevelopment agreement deadlines for multiple downtown properties

The Monticello City Council on June 9 approved a series of ordinance amendments extending redevelopment-agreement deadlines for multiple downtown properties after staff reported delays due to permitting, contractor schedules and weather.
City staff (identified in the meeting as Callie/Kelly) told council that five of eight awardees requested extensions; reasons included subdivision and permitting hold-ups, contractor scheduling issues and delayed shipments of ordered materials. Callie said of Heath Properties at 1056 South Market Street that "they had some delays with the subdivision process itself with the planning and then, permitting delays," and staff recommended extending that project to Nov. 30.
The council voted on a set of separate ordinances that each amended redevelopment agreements: Ordinance 20-20-536 (Heath Properties, 1056 S. Market St.), Ordinance 20-25-37 (Stewart's Family Hardware, 215 S. Charter St.), Ordinance 20-25-38 (Dalton Kaitlyn Temples, 111 N. State St.), Ordinance 20-25-39 (R & S Unlimited Inc., 110–114 W. Washington St.), and Ordinance 20-25-40 (Kathleen Piat, 108 W. Washington St.). Staff noted recurring causes: weather, contractor scheduling conflicts (a contractor involved with high school baseball season), and delayed custom materials such as windows.
For each ordinance, council had no substantive public objection and approved the amendments by roll call. Staff said the city has strengthened application and reporting requirements after past instances of late starts under the program and that staff monitors awardees monthly. The council did not attach new conditions beyond the extensions presented.
The approvals allow the listed property owners additional time to complete agreed exterior improvements under the city's redevelopment incentive program; staff will continue monthly monitoring and report back if further action is required.
