The Public Building Authority received an update from the owner’s representative on ARPA-funded capital projects, including elevators, an emergency operations remodel, and work at the ICB.
Ken, the owner’s representative, told the board elevator packages are progressing with cab finishes and signage pending and cited a revised completion date of Dec. 1, 2026, for the elevator work. He reported the court-clerk social-distancing remodel on the fifth floor is proceeding and that abatement for that area has been addressed. The security front entrance abatement is awaiting the original general contractor’s abatement subcontractor to return and complete work.
On the ICB remodel, Ken said abatement is complete; interior demolition is ongoing; slab prep and rebar for the basement were to begin that week and a basement concrete pour was scheduled for June 16, 2025. Structural steel deliveries were scheduled for June 17. The construction manager-at-risk (CMAR) was assembling a pour schedule to coordinate remaining basement pours. "We expect the pour to be the June 16 down in the basement," Ken said.
The behavioral-health services facility is progressing but has experienced weather-related slowdowns and may submit weather-related change requests, Ken said. The JLA HVAC work on the 13th floor was reported nearly complete with four floors to finish. Harvey (facility name referenced) will be closed beginning on the 16th for a period discussed in the meeting; the meeting transcript recorded uncertainty about the full closure period.
A motion to receive the owner’s-rep report was made and approved by voice vote. Staff confirmed procurement steps for ARPA-funded purchases, noting use of state contract vehicles where appropriate and federal purchasing requirements for ARPA subrecipients. The board did not take further action on contract awards at this meeting.
