Staff said the city will implement core HR and payroll modules first and evaluate additional optional modules in later phases. During discussion Commissioner Riznicki asked about the total contract figure shown in the packet and whether the budget appropriately phases implementation costs. City staff said the contract document presented the fully‑burdened cost if all optional modules are implemented over three years; staff said the city is signing only for core modules initially and will bring any module expansions and corresponding budget adjustments back to the commission.
Commissioners asked about in‑house capacity for implementation, potential integration costs and whether additional temporary staff may be needed during the implementation phase. Staff said IT and human resources will lead the implementation and will return to the commission with any recommended staffing or budget changes needed to support the rollout.
Action: Motion to authorize the city manager to execute the NeoGov contract (corrected final contract amount reviewed by staff); roll call vote was unanimous in favor.
