Borough awards regional solid waste plan update contract to Jacobs Engineering

The Kodiak Island Borough Assembly on June 5 authorized the borough manager to award Contract FY2025-57 to Jacobs Engineering to update the regional solid waste management plan under a Denali Commission grant.

Borough staff issued a request for proposals on Feb. 21 and received five submissions; a review committee composed of borough staff, Kodiak Area Native Association staff and a member of the borough’s solid waste advisory board evaluated proposals and interviewed shortlisted firms. The committee recommended Jacobs Engineering as the top-ranked offer and staff recommended award.

Jenna, a borough staff member who worked on the application and evaluation, summarized the project’s intent: to assess islandwide operations, conduct citizen surveys, review recycling and landfill options and inform the assembly on future direction. She said the project will include community outreach and regional planning components with mentorship support through the Denali Commission partnership.

The assembly voted 5-0 to authorize the manager to execute the contract. Project manager Cody Allen and solid waste advisory board involvement in the selection process were noted during the staff report.

The contract is intended to guide long-term decisions about landfill operations, reuse and recycling options, and future infrastructure investments.
